The Washington Co, PA connection may be the answer. Washington Co, PA borders that little sliver of what is now WV that protrudes between southwestern PA and OH.

The reason I raised the VA question was more than just curiosity. I descend from David Davies Eby's daughter, Sarah Salome, who married Jacob Henry Spangle in Stark Co. in 1821. Jacob Henry Spangle appeared to have been beamed down by aliens, although census records indicate he was born in PA. We recently received the yDNA results of a cousin, with a 37/37 match to a Spangler who was in southwestern VA by 1778, almost 20 years before Jacob Henry was born. Grasping at straws to figure out the Spangle/Spangler link, I was looking at the possibility that Jacob Henry perhaps met the David Davies Eby family in VA.
