Elsmer/Elsmere,mid 1800s,TN,NC,AL

Great uncle Stephen Elsmer/Elsmere Cone was born in Milam County, TX, in early 1890s. Stephen was for his maternal grandfather. I'm betting Elsmere was a family name too. The question is, was it a surname or a given name for the person from whom he got the name? Stephen Elsmere's ancestors came from Perry County, Alabama,Cocke and Giles County, Tennessee, and McDowell County and an unkown county, North Carolina. As known right now. Has anyone seen an Elsmer or Elsmere or Elsmore family from one of those places?
