1935 and Estonian name changes

Hi,
Does anyone know why the Estonian gov't changed the names of German sounding names around the year 1935 into estonian? I am researching my Estonian ancestors and have run into this block. I cannot find my Grandfather's birth records, since he was born Rudolf Rosenfeld, approx 1905 in Tallinn but died a Rudu Roosma according to my father, Juri Roosma, who also had his original name changed as well.
