Those were volutary name change, although much campaign was done and benefits followed (those who Estonianized their name could enter their information for free in the new population register, others had to pay). There were plans to make Estonianizing names compulsory, but before that the Soviet rule began in 1940.

The name change should not make your research more complicated, there are good records about the name changes and all persons from 1930s.
