The <http://www.history.ee/> Web site seems to have been ill lately. When it recovers, try <http://www.history.ee/ono>. The instructions are all in Estonian, but if you click on enough links you'll see how it works. In particular, if the Roosma name change was one of those registered, the wonderful Aado Must will include it in a list of all names changed to Roosma with the places where the families were living when the changes were made. With help from the nearest LDS Family History Centre or Estonian Consulate, you should be able to work your way back from there.

If your father has an idea of which church (or perhaps synagogue) the family attended (as most did then) in Tallinn, your search will be so much easier.
