I have a penfriend in estonia,Tartu for the last 45 years.For obvious reasons,we have never met.Is there any Govt. or private organisation which can help us to meet either in the city of Tartu or Tallinn, or my native place NDelhiin india.Also please let me know if there is an Estonian Embassy in India which can get me Estonian postage stamps?None of us is fininacially capable of the journey.If no help possible,can you make an appeal to your President or Prime Minister for grant?
