I've checked a dialect dictionary and "kottal" is "kohal" in normative Estonian which means "at the spot" . The sentence has something to do about the location of a mill. I have also done a name check of Estonian names in a database used by genealogist and did not find Kottal, nor did i find it registered in the Church registry.
