Have you tried looking in the online digitized church and other records for Estonia? Site is http://www.eha.ee/saaga. It is available in English. You'll have to register first: I guess this is so that the Estonian Historical Archives can collect demographic data on their users.

I went to the Search tab, clicked on the link and put in Perekonnanimi <Sander> and Maakond <Tartu>. The search engine came up with 23 results from Lutheran congregations.
