Dear Hanna

The State was not keeping birth records in 1919. They were kept by individual pastors for individual parishes.

The first thing you need to do is try to find out where in Estonia your person was born.

If there's no way of doing that, then its off to the nearest Estonian consulate or Embassy for official help, at a price.

But if you have a birthplace, we can point you to free copies of records on the Internet--the same records which the Estonian State uses to provide official birth certificates now for 1919 births.
