That's more like it! Ösel is the old name for the island of Saaremaa, and Narva is still Narva, at the other end of the country. Have a look at the Onomastika site at http://www.history.ee/ono/ . It's in Estonian, so what you should do next is to click on the Otsingud link at the right of the row on the top. Then clink on the second and third "siia" links on the next page. Enter either Sepp or Kokk in the boxes that come up, one at a time. If the site is working (and often it is not), clicking on the "siia" links should bring up maps of parishes where the names Sepp and Kokk were handed out. I've just tried Kokk for the 1830s period and, while there are two pages of possibilities, Kokk does not come up in Narva. Not a surprise: your grandmother's family probably was living somewhere else then, but members later moved to Narva where there was a large cotton mill on the Narva River and other industry. Or they might have changed their name to Kokk during the 1930s push to "Estonize" names (that's the information you get from the third "siia"). Anyhow, it could be more fruitful for you to start looking for births in Saaramaa and Narva using the Saaga site.
