The General Blatchford was a C4 troop transport operated by MSTS Military Sea Transportation Service., msts was operated by the US Navy. they are no longer around under that name, today it's called MSC, or Military Sea Command, operated by the US Navy. If you want more info you can call MSC at 757 417 4260 that is the MSC office in Norfolk Va. I come by this info from forty years a seamen I am a ship engineer.
