You probably know that Paju means willow and it is a fairly common name. You should try to find some other document, eg, declaration of intent to become a US citizen, draft registration for WWI, or some church records to refine your search area to a county [maakond] or preferably a parish. PS There are Paju's in Kihelkonna on Saaremaa for sure. (And probably every other parish as well.)
