Estonia is a big place. any more details on county or parish. And on a slight tangent have you read "Keisri hull" ('The Czar's Madman') by Jaan Kross. Interesting mix of historical fact and fiction about Timotheus von Bock, a relative of the Czar living in Estonia, early 19th cent. Imprisoned at Schlüsselburg for nine years for telling the truth to Alexander I. Maybe A. Weltback knew what he was doing when he escaped and covered his tracks.
