They really have. And what's interesting about this matter, is the strong sympathy of Estonians for these brothers. Yesterday night there was a TV-show that held a little telephone gallup on the question, whether the Voitka brothers should be put to prison or not. The results were as follows:

20,9% of watchers thought they should be punished
79,1% of watchers thought they should be released

So, every fifth Estonian takes sides with the police, and all the rest of us take sides with thieves, robbers and kidnappers. (They kidnapped a married couple last summer and held them at gunpoint for thirty hours before letting them go, and committed several armed robberies to local shops.)
