Jay,

I rather believe it's a place. Kargula doesn't occur in Estonian Road Atlas 1999, but it doesn't mean it doesn't/didn't exist. Anne (or anybody else tampering the documents) could also make an accidental mistake, like adding a 'g' to Karula, which is a very much existing place name, occurring in Road Atlas on three occasions.
