Have you tried your National Archives and Records Administration (www.nara.gov) or the INS (www.ins.usdoj.gov)? Apparently a good site for passenger arrivals to the US is www.nara.gov/publications/microfilm/immigrant/immpass.html.

I hit the jackpot first time when I visited Australia's National Archive for a passenger list for the General Stuart Heintzelman, a sister ship to the General Blatchford, I would think. (My mother and 141 other Estonians, along with 702 Lithuanians and Latvians, became the first displaced persons to reach Australia after WWII on that ship.)
