In this context "tähestik" is an index [presumably to the personaalraamat.]

The personaalraamat is listing of all the families [usually by farm] in the parish, sort of like a collection of family group sheets amended and up-dated over a certain time frame. The farms are sometimes grouped by village or manor, therefore the index is useful.

If you are lucky, like I was with Kihelkonna, the personaalraamatud were in German and Estonian [after about 1919]. Also, for most of the vital records a copy clearly labeled unofficial was kept in German. In a Tartumaa parish, while the records were for 1885-1918 were in Russian, the names were often also entered in the Roman alphabet.
