Karla, I am very embarrassed. I have been helping others with research for a long time and have never had this happen before, but I might have the wrong Charles Farley. Before sending that information to you I tried to find a Charles F. Farley b. in Iowa about 1875 and did not find him.

However, I was bothered by the fact that I had not found any other members of the family who also lived in MO. (Often families moved together, near each other.) So I went back to again try to find a Charles F. Farley, b. in IA. In the 1910 census I did find a Charles F. Farley, b. IA about 1878, living in Wisconsin. I think this could be the one from the 1880 Dubuque Co. census.

I use a great site for researching which has been set up by the Mormon Church. They have the most extensive collection of genealogical material and are adding to that available online. However, they are creating a newfamilysearch site that is not yet available, and they have had some problems with indexing on the older site. I am finding it a bit frustrating right now because the indexing has been very slow to load and sometimes my server says it can't find the page.

I have not found anyone else that comes close to being a match for your Charles Wesley Farley, to place him in his family. I need to give this some more work. I enjoy research, so together we will find the answer. When the research site I use settles down a little I will send you the link. It is free.
