visiting Chorley

I am able to visit England this fall. I will be doing a work transfer at Reading University and plan to make several trips to Chorley. My main question is where to get started. I have birth dates for my grandfather and all his brothers and sisters but have been having trouble finding them in the 1891 census. When I get to to the street and house number in the census the entry is abandoned house. I believe my grandfather attened St. James school and Rivington school.He had two brothers in the Chorley area who died in the past 23 years.
As I said I am open to ideas. Should I try the schools. Would it be best to try the newspapers for obituary of his two brothers.Is there more I can do with the census data.
Any help would be appreciated.
