The local weekly newspaper is "The Chorley Guardian" this is your best bet. It has been around for ever!
I don't know where the archives are kept. Try Chorley central library (Union Street Chorley) or better still phone the Guardian Offices (England 01257 264911)

Alternately "The Lancashire Evening Post" is a popular evening paper in Chorley.
