The record in Charles County is a court order indicating that Elizabeth Fear, relict of James Fear, is administer of James Fear's estate. I have not seen the record personally and suppose the source is a transcription of various Charles City County records.

To your last question, are you asking me whether Thomas Fears, the revolutionary war veteran (died in 1833 just so we are discussing one in the same), is a son of James Fears. Or are you asking me could Thomas Fears be the father to your William. I personally think the answer to both of these questions are likely no but I can't prove or disprove my claim.
