The LDS 1880
http://www.familysearch.org/Eng/Search/frameset_search.asp?PAGE=census/search_census.asp

has David in Greenup county:

Name Relation Marital Status Gender Race Age Birthplace Occupation Father's Birthplace Mother's Birthplace
David Lee FELTY Self M Male W 24 KY Teamster VA VA
Elizabeth FELTY Wife M Female W 22 KY Keeping House VA KY
Miriam FELTY Dau S Female W 1M KY KY KY
-----------------------------------------------------------
Hunnewell, Greenup, Kentucky

David is on page 119D. Simon is three households up, on page 119C:

Simon FELTY Self M Male W 53 VA Farmer VA VA
Elizabeth J. FELTY Wife M Female W 52 VA Keeping House VA VA
Will James FELTY Son S Male W 22 KY Works On Farm VA VA
Jefferson D. FELTY Son S Male W 16 KY Works On Farm VA VA

You may have seen this already. Elizabeth looks like Simon's first wife, since she is his age. David Lee is just the age to have moved out on his own but close enough to ask dad for advice or his brothers for some help. This doesn't prove paternity, obviously, but it is a clue. There are 43 people named Felty in Greenup County, several of them old enough to be David Lee's parents.

Any bets on Simon's political views in 1864 or what the "D." is short for in Jefferson's middle name?

I don't know enough about Kentucky or the Feltys to know if they moved, or Carter county was formed from Greenup, or the Feltys just went to the wrong courthouse to register births and deaths. This gives you another county to look in, at least.
