The Fettingers in Southern Illinois and Indiana are from branches of the various Fettinger families [all of whom undoubtedly originated in Austria] and are not closely related to the Fettinger family that settled in Lake County, Illinois.
The family name underwent several changes in spelling in the last 500 years, having originally been spelled with a 'V'; the vowell was originally an 'umlaut o'. The 'V' was replaced by the 'F' [still followed by the umlaut o]; eventually the 'umlaut o' was replaced by an 'e', which gives us the modern spelling. In Austria it is still possible to find several different spellings of what is most certainly the same family name.
