Cheryl,

Three men named "Arthur Finlay" signed the Ulster Covenant in 1912 -- all in Ballyclare district in east County Antrim. You can search the Ulster Covenant records on-line at the PRONI web site: http://applications.proni.gov.uk/UlsterCovenant/

There are a number of Co. Antrim and Northern Ireland databases on-line and I'd suggest that you check further in those for your Finlay family, as well as checking the 1901 and 1911 Ireland censuses through LDS church microfilm. If you don't know what web pages might be useful, contact me directly and I'll give you some links.
