Could he have been the lighthouse keeper:

Kerby, Robert, Keeper July 11, 1849-Aug 27, 1850, paid $500/year

He also apparently voted in the Florida election in 1845 for APALACHICOLA PRECINCT.

His qualifications to vote were challenged - probably that of residence - i.e. 6 months residence in the area of voting and two years residence in Florida, but he was sworn and allowed to vote.
