Thanks for the response. I had cataloged the censuses and finally convinced myself: in 1870, Phebe was in Danvers (the right location) with (as you mention) her sister (so that was the correct Phebe). The clincher was that, for the first time I had seen, she was listed as "Phebe S Veazie," the first time that middle initial had appeared, and that's how it appears in the marriage record. The right person with the right name in the right place.
