The time period of your Richard's birth would fit reasonably well with Richard, father of Selby, of Frederick Co. Do you know if your Richard moved to Frederick? Can you point me to any specific records mentioning this Richard?
I'm sorry that I cannot provide an answer to your question. The information I have on Richard Foley is limited to a few Frederick County deeds, his 1782 Frederick Co., Va will that mentions sons James Man, Selby, and Richard, daughters Neomcy(?) and Leate(?). He was married to a woman named Leah. He was residing in the Front Royal area as early as 29 Jul 1757, when he purchased 121 acres from Thomas Chester on the east side of the South River just west of Front Royal and south of Happy Creek.
In an early deed record, it also mentions a Thomas Foley, whose land is adjacent to Richard's. Thomas is most likely a brother, but could be his father. No other info on him.
That's about all I have. I can email you more detailed notes with sources if you want. Would appreciate anything you can offer. I doubt Richard was born in Frederick Co, so I'd like to determine where he came from. I will state that based on records I have, Richard was probably born before 1740.
