My research leads me to think there are probably two or three distinct Folkes families (and variations) - those of the Welsh marches (mostly Foulkes, etc), the Folkes of East Anglia and the Fowkes of the West Country. However, all forms of the name in origin descends from the Norman name Fulk - so not Welsh! The posh branch of the family are the Ffolkes family of Hillington in Norfolk - they adopted the double 'f' in the late 18th C.
