I can confirm that Forey can be traced back to France although the spellings have changed a lot over time. The earliest find was in the Savoy region of France - I think from the 12th or 13th century.
The general appointed by Napoleon as commander of the Napoleonic forces in what is now Italy was a Forey.
I have some more details somewhere, I will try to find them.
