Although I don't have any information and John W. Foster and Mary Whitlock, I have come across some sketchy notes about another Whitlock-Foster connection in Illinois that might tie in somehow to the people you are looking for.
Here's what I found: Joseph Dewey, b. September 1825 in Washington County, New York and d. March 1892 in Grundy County, Illinois married Sarah Whitlock (no statistics on her).A daughter of theirs, named Nancy Rosetta Dewey, was b. January 1853 in Washington County, New York and d. in September 1943 in Oregon.Nancy married twice.Her first husband, whom she married in February 1874 in Grundy County, Illinois,was David L. Foster, b. September 1845 and d. October 1879 in Grundy County, Illinois.They had at least three children.David L. Foster was the son of Josiah Foster (1810 Huntingdon Co., PA - 1892 Highland Co., OH)and Mary Wright (1821-1887 Highland Co., OH).
Interestingly, Nancy Rosetta Dewey's second husband was Amos Wright, b. 1852 Highland Co. Ohio, d. 1922 Oklahoma.It seems likely that Amos might have been a relative of Mary Wright, mentioned on the last line of the previous paragraph.
