Most of the Foutch family members descend from Hugh Fouche, who came from France. They were French Huguenots in the 17th century. Over time in America some descendants spelled the name Fouch, Fouche, but most spell it Foutch.
They do not descend from royalty that I know of. Napoleon's Minister of Police was Joseph Fouche, but he was born in France about 70 years after the first Fouches were in America. Napoleon made him Duke of Otranto, and there still is a Duke of Otranto who lives in Sweden.
