She could have been from a border region - there were areas that changed hands between France and Switzerland.

I had a look but couldn't find anything about a marriage for them in New York.

- I see that her husband was a mariner, so they might not have married in the US.

http://castlegarden.org/ does show, however, a "Cesarina Grass", a teacher, aged 34, arriving into NY in 1890. She's listed as French.
