The last name Ringo does not really sound French, Dutch or Wallon ... more latin based, don't you think.

I wonder if he would not be of Spanish descent. In the 15th century, the land that is called today Belgium was being shared by France, Austria, the Netherlands and Spain. Spain was extremely powerful and influent in the region. The Dutch national anthem (written in the middle of the 16th century) emphasizes this:
William of Nassau, scion
Of an old Germanic line,
I dedicate undying
Faith to this land of mine.
A prince Of Orange,
I am, undaunted ever free,
To the king of Spain I've granted
A lifelong loyalty.
