I see him in 1900 listed as Joshua C, which has several interesting facts it's worth looking at:

First, he and his mother are both listed as from England. This means his father may have been a British subject born in France, or a French immigrant to England. Until you figure out which, it's not much good looking for a French spelling that might not exist!

He's also listed as emigrating in 1866. So he should be on earlier censuses.

This I think is him in 1880, which does confirm his father as b. France:

The ages seem a little odd here.

In 1870 there is in Utah
"James" Cossey, 40, b. England
Emily, 49, b. England
Louise, 17, b. Wales
Edgar, 15, b. Wales
William, 22, b. Wales

The order the family is listed in suggests to me that William might be Emma/Emily's son from a first marriage.

Looking for this family at

shows a Joshua Cossey who (possibly) married Emma Barter in 1857 in Abergavenny district (Herefordshire and Monmouthshire)

- shows a J. Cossey travelling with wife and four children in 1866.

www.familysearch.org has submitted records that suggest Joshua Cossey/Cawsey was the child of Ann Walter and Joseph Cawsey from Huntshaw, Devon.

You should be careful with submitted records, but there is this in the 1841 census of Huntshaw:
Ann Cowsey, 52, independant,
Rebback, 7
Jushaa, 3
(all b. "in county", i.e. in Devon)

The name Cossey/Cawsey seems to be relatively common in England (there is a place in Norfolk called Cossey, which could be one source for the name).

It is more likely that you are looking for a family with a military connection, if Joshua's father (Joseph?) was indeed born in France.
