French records are difficult to deal with if you don't know where in France the person came from. It looks like Joseph may have died by the time the 1841 census. You have to consider the possibility that Joshua was not altogether certain of his father's details and the French link may be a red herring or may lead you several generations back (perhaps to Huguenot immigrants to England). Or that the family were English but with army or navy connections, or even civilian occupations that saw them temporarily overseas at the time of Joseph's birth. Research (probably quite a bit of which might end up having to be done at the Devonshire Record Office in person) to uncover more details of Joseph Cossey and Ann Walter-- occupations, movements, any local records like settlement records, details of their interactions with the nonconformist churches, etc, would be the next step. As they seem to have been Bible Christians at Joshua's birth and Joshua ended up travelling to Utah with the LDS, there is clearly a link to what were known as "nonconformists" or "dissenters", and that may be an informative angle to take.
