Parke Bailey France, 1850 Washington D.C.

I am researching Baileys who used the name Parke in VA. I ran across a 'Parke Bailey France' buried in the Congressional Cemetery in Washington, there are a lot of Frances in this cemetery by the way. He died 23 Mar 1850 at age 7 months. His parents were Thomas E. or G. France and Annabella. Annabella apparently died 3 Feb 1876. I am curious how this family picked up the name "Parke Bailey", were they from around New Kent Co., VA?
