I can't find your Charlie either.But how certain are you that his name was Charlie?The 1900 census of Throckmorton Co., TX (one county away from Jacksboro) includes:

This James D. was the son of George Fugitt, b. 22 Feb 1842 in Cold Co. MO, d. 13 Nov 1894, Hot Springs, Garland Co., AR.George had 3 wives: Harriet Jane Mounts; Mary Jane __?_; Josephine Brumley.In 1900, Josephine Fugett, dau of Calvin Brumley, is found in Comanche Co., TS.She was b. Aug 1870.

There is a book, privately published, called "We Were a Texas Family" by ___ Nitske that covers this family very thoroughly.You may find it on microfiche in the LDS library catalog.
