Thomas Fulwood 178?-1856 Plymouth England

I'm looking for information about the parents of Thomas Fulwood. He lived in New St. Plymouth, and served in the Royal Navy for just over 21 years. The 1851 census shows him being born in Middx., although the Admiralty records show Plymouth. Three of his sons emigrated to Australia. Thomas Grout Fulwood to South Australia in 1847, John Grout Fulwood sometime after 1861, and William Grout Fulwood who at 15 years old, went to Mount Pleasant to join Thomas in 1855. Any information please.
