Both have special collection rooms for genealogical research.

Be aware that Heard County had a courthouse fire in 1893 and there are very few records before 1894.

I do not know what you plan on researching, and in what time frame, but the Georgia Archives, 5800 Jonesboro Rd., Morrow, Georgia has microfilm of the courthouse records for each.
Carroll: Marriages 1827-1904; Estate 1826-1939; Wills 1829-1922; Deeds 1827-1901; Inferior Court and Ordinary Court 1826-1910.
Heard: Marriages 1886-1965; Estate 1894-1920; Wills 1894-1965; Deeds 1894-1914; Ordinary Court 1894-1914.
The Georgia Archives has many non-court documents such as books, DAR records, church records, and family histories.

The Georgia Archives is adjacent to the Southeast Region branch of the National Archives. Both are closed on Mondays.
