I wouldn't assume that "dismissed" means excommunicated or the like. I have seen the term merely referring to the fact that people moved their membership to another church or moved away.

The Georgia Archives has some church records on microfilm. Also Mercer University in Macon has a collection of Georgia Baptist church records.

If you find them, please see if you find reference to any Phillips or Allens.
