The first two sentences in the paragraph refer to the freeman's meeting of 1799. The next sentence says "among the new names found on the town records for the SECOND DECADE (of the 1800's) etc, etc, Albert Gabron, etc, etc, appear in 1820."
My records show that he was married two years later in 1822 and Isaac was born in 1825 in New Hampshire.
