Donald Allen Garman was a son of John D. and Frances G. Garman of Indiana county, Pa. and a grandson of Jacob Garman and Mary Berringer/Barringer. When he lived at home, he was always listed in the censuses as Don A. In the 1920 Washington DC census he is listed as a teacher at Emerson Institute. He can be found with his parents and siblings in the 1900 Green, Indiana, Pa census (as born Jan 1892), 1910 Cherry tree, Indiana, Pa census, and the 1920 Washington, D.C. census.

Emma L. Witte was a daughter of Edward and Catherine Witte and a granddaughter of Frederick W. and Mary Witte. Emma had 3 siblings (Mary, Bessie, and Robert F.). She is in the 1910 Electoral District 7, Carroll county, Maryland. According to the 1900 census, her grandparents emigrated from Germany in 1868/69 and her parents were both born in Maryland.
