You have to decide what you want to tackle first. Searching for records of someone born in Europe is much different than do the same for a person born in America.
For any European records you have to know EXACTLY where a person came from. "Preussen" is the Kingdom of Prussia. It was quite large and was the major component of the German Empire. It stretched from Holland to the Russian border so knowing that isn't much help.
If you can figure out which German church in Belleville Hermann and/or his relatives attended you may be able to get records of him or them that states their place of origin. German churchs were known to have kept very precise records up until WWI.
