I believe I found your Ferdinand WOLTER and family on the Baltimore Passenger Ship List:
Here are the details:

Ship CARL from Bremen-Baltimore, arriving 3 July 1867:
WOLTER, Ferdinand, 38, b. Prussia/Posen, cartwright destination Milwaukee;
WOLTER, Carol., 25 - ditto'
WOLTER, Johanne, daughter, 5, ditto.

Judging by the 1870 census, Johanna's name was changed to Jane.
Also, what happened to Edward WOLTER who is residing with the family and appears to be a brother of Ferdinand.
