There was a Samuel Charley from Indian Territory who received a pension for Civil War Service. If you can get that file, it may have some information about his parents.

The index card at is hard to read, but may be the following:

Name: Samuel Charley

Unit: M. 14 Kans. Inf. (may be 14th Kansas Mounted Infantry)

Date applied: Feb. 1, 1873 (or 1893)

App. #: 1089779

State where filed: Indian Territory

The file is at the National Archives in Washington D.C.
