Hi Laura,
I have searched Burkes peerage and can find no reference to an Earl of Harley hving travelled to american. Nor was Jacob Harley ever an Earl of Oxford. I found an Edward Harley who would have become earl died at sea before he was able to accept the title, he died in 1/1/1828 at the age of 27. His father Edward was the 5th Earl of Oxford, holding the title from 1790 until his own death in 1848.
I am an Australian so don't off hand know the dates of your war. If you'd let me know I will tell you who was the Earl at that time.
