I'm looking for information on him, too. The information I've gotten has mostly been through ADkins: by Ronnie Adkins. This is a comprehensive genealogy of the descndants of William and Elizabeth (Parker) Adkins, who married in Henrico, County, Va in the 1700's.
As for "Jacob" Harley, I have been unable to pinpoint him. Robert Harley, Earl of Oxford, who would have been perhaps a father, grandfather or other relaive, was accused of being a "Jacobite" during the reign of Queen Mary in England, so that's how the nickname "Jacob" could have come from that. One source I found on the web said Jacob Harley was born about 1733 in England.
