At the time I posted that query I didn't have access to all census. That particular man might not be my ancestor, but I wanted to narrow down my great-grandfather's time frame here in the states. Since then I have received a Catholic marriage entry that states the names of his parents and that he was born in Hibernia. You would think it could be narrowed down more than that. So the big clue he was born in Ireland. But that didn't surprise me. I can't find him in the 1900 census, yet his wife is listed as married with all the details, but no Bernard. I feel he might have gotten left out, or didn't get added as he was a traveling sales agent. Maybe his wife thought he would be added somewhere else. One of many census mysteries.
