missing brother...father in military and was stationed in Hawaii

I'm looking for my husband's long lost brother. We don't know much and his father has since deceased, but My husband has always wanted to find him and has given up, believing it will never happen. All we know is he was born about 1978/1979 in Hawaii and we believe his name is Jacob. My husband's father was in Hawaii and when his girlfriend was 6 months pregnant he got sent back to the states and had heard that he had a son and my husband thinks the name was Jacob. If anyone can help me even with ideas on how to find him it would be greatly appreciated.
