Hi,
Union Soldiers who fought in the Civil War, 1861+, from Vermont:
~Eli HOAG of Franklin, Franklin County, VT, served in 13th Regt., Co. K, from 1862-1863. page 500;

~Joel L. HOAG of Franklin, Franklin County, VT, served in 10th Regt., Co. F from 1863-1865 and was wounded on Apr. 2, 1865. page 397 and

~Charles R. HOAG of Waterford, Caledonia County, VT, served in 10th Regt., Co. A from 1862-1865; was wounded June 3, 1864 and promoted to Corp. on June 8, 1864. page 385

Perhaps one of the soldiers above is related to your HOAG family of Vermont. Sorry, I do not have the answer to your question.
